M\u00e1s del 80% de la producci\u00f3n mundial se destina a los mercados internos de los pa\u00edses. Las exportaciones representan menos del 20% del producto mundial. Alrededor de 9 de cada 10 de los trabajadores del mundo producen para los mercados de sus respectivos pa\u00edses. La gigantesca masa de recursos financieros que circula en las plazas globales es una burbuja de transacciones en papeles, opciones, derivados y otros instrumentos que constituyen operaciones desvinculadas en su mayor parte de la actividad real de producci\u00f3n, inversi\u00f3n y comercio. Alrededor del 95% de la acumulaci\u00f3n de capital en el mundo se financia con el ahorro interno de los pa\u00edses. Las inversiones de las filiales de las corporaciones transnacionales representan actualmente el 4% de la formaci\u00f3n de capital fijo mundial\u201d.<\/p>\n\n\n\n<p>Y en la P\u00e1g. 41 amplia: \u201cDesde 1945 hasta principios de la d\u00e9cada de 1970, el volumen del comercio internacional creci\u00f3 a una tasa del orden del 8% anual. En los \u00faltimos veinte a\u00f1os, en promedio, la tasa declino al 4% anual\u201d.<\/p>\n\n\n\n<p>Por estas razones y muchas mas parece imposible pensar en un modelo de desarrollo nacional a partir de la acumulaci\u00f3n de capital externo, y esto lo demuestra nuestra propia experiencia de la d\u00e9cada del `90 cuando la entrada de capitales era la envidia de todas las naciones. Cada pa\u00eds debe enfrentar su realidad y reconocer que, en definitiva, es el responsable de su propio destino, para esto es necesario construir los consensos necesarios para articular un proyecto nacional sostenible en los planos social, econ\u00f3mico, pol\u00edtico y ecol\u00f3gico; Pues los sistemas de gratificaci\u00f3n y consumo a los sectores m\u00e1s postergados (para que no generen conflicto) implican la apropiaci\u00f3n y el uso irracional de los recursos disponibles, aun a costa de su deterioro o agotamiento en un futuro cercano.<\/p>\n\n\n\n<p>Por eso es necesario un debate en torno al destino de los excedentes que produce la renta agraria, (\u00bfNo seria mejor crear un banco de desarrollo industrial?) ya que es imposible predecir hasta cu\u00e1ndo van a durar estos precios de los comodities.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Por Jorge M\u00e1rquez Un experto economista y co-autor del \u201cPlan F\u00e9nix\u201d de la U.B.A. en su libro \u201cHechos y Ficciones de la globalizaci\u00f3n\u201d (1997) P\u00e1g. 30 dice algo como esto: \u201cLa mayor parte de las transacciones econ\u00f3micas no se realizan en los mercados globales, sino en los nacionales.
